Editorial - Learning Lessons from a Crisis

Germany's federal states have agreed on tough measures, including possible prison terms for offenders, in an effort to prevent a repeat of the dioxin scandal that has severely damaged the agriculture industry.

At a crisis meeting in Berlin last week, federal and state agriculture ministers agreed to tough new measures aimed at preventing a repeat of the continuing scandal surrounding animal feed tainted with dioxin. The measures were outlined in a plan presented by Agriculture Minister, Ilse Aigner, who had come under considerable pressure to address the crisis.

Faced with calls from the opposition to resign because for being "too slow" and "indecisive" in dealing with the scandal, Ms Aigner made it clear that she expected regional leaders to meet her half way in getting on top of the dioxin crisis and adopt her ten-point plan. She also said consumers were demanding concrete steps.

Also learning lessons from a rapidly developing crisis are the South Korean authorities, making every effort to gain control of the latest foot and mouth disease (FMD) epidemic. With such a rapid spread of the disease, the authorities are re-considering their policy on FMD vaccination. And many South Koreans may have their Lunar New Year plans spoiled as provincial governments have launched a campaign to dissuade people from travelling to other areas during the holiday in the first week of February in an attempt to stop the spread of FMD.

To close on a positive note, Ron Plain, agricultural economics professor with the University of Missouri, has said that he expects a return to profitability within the North American swine industry by April and strong profits through the summer.
