Russia’s Block on EU Pig Meat Has Disturbing Repercussions in France

As new cases of African swine fever have been recorded in north eastern European states this week, the effect of the Russian ban on pig meat from the EU exports took a concerning twist.

In France, a lorry containing Spanish pig meat was set on fire by protesting French farmers.

The French pig meat sector has been severely hit by the export ban and the French farmers and the French government were at the vanguard of the calls for a reopening of storage payments by the European Commission.

Under the combined effect of Russian import barriers and the increase in EU production, prices have considerably decreased on all European markets.

Even if there is a hint of slow recovery, the EU pig price is still 20 per cent below the five year average and has been more than 15 per cent below the five year average for six months.

Gross margins are also more than 15 per cent below the historical average and with many producers having been in a situation of negative revenue for a number of months, farmers are facing serious problems of liquidity.

However, it now appears that the French farmers are starting to take things into their own hands and try to block shipments of pig meat from other EU countries coming onto an already flooded domestic French market.

Naturally, the action by the farmers in Brittany, to set fire to a lorry containing Spanish pig meat has brought a strong response from the Spanish farmers, with the Union, UNIÓ of Llauradors i Ramaders, demanding action by the European authorities.

Until, the Russian veterinary authorities and the European Commission can come to an agreement over regionalisation within countries that have seen outbreaks of African swine fever in the EU, the impasse is likely to remain.

And with reports of further outbreaks in Poland, Latvia and Lithuania, as well as other cases in Russia, the potential for agreement seems to be a far off as ever.
