The positions regarding PRRS regulations for pork imports to South Africa have become clearer. The Department has proposed a small list of products, free of lymph nodes, which has been deemed unacceptable by the South African meat trade.

The Technical Committee of the Association of Meat Importers and Exporters (AMIE) is proposing a wider list, taking out some contentious material like general trimming, head meat and lights. Discussions and lobbying are continuing. Also, the 6-month rule for slaughter date at time of freezing has been included on the agenda when Defra officials visit South Africa soon.

France

Situation of the French industry

In 2012, French self-sufficiency was 104%; in 2013 this figure is expected to fall to 102%. Consumption is almost stable but the decrease in production, 600,000 fewer pigs on the year in 2012, is not linked to consumption but mainly to other parameters including falling producer profits. At the present rate, a perfect balance will be reached in 2014. In value terms, the trade balance is in deficit as France exports carcases and bone-in cuts while importing de-boned cuts and processed products, mainly from Spain which account for 50% of total pig meat imports. With a positive volume trade balance of 100,000 tonnes, France also has a deficit value balance of €200 million. Investments are necessary to increase productivity in abattoirs to catch up with competitors across Europe. In France, there are two abattoir groups too many, making re-structuring unavoidable. Producers and abattoirs often blame red tape which discourages entrepreneurs. A group of producers in Brittany (UGPVB) is prepared to invest €524 million to build and improve pig sheds but administration needs to be simplified.

Classification of pig carcases

FranceAgriMer recently presented the results of the carcase classification controls completed last year. In 2012, 678 inspection visits were completed in 162 abattoirs and the classification of pigs has been scrupulously completed: 99.8% for abattoirs using the CGM method (vast majority) and 99.5% for the others. Five letters have been sent to remind operators of the rules and one operator has been fined. Sometimes, operators undertake the measurements on one half of the carcase when they should do both sides.

Markets

Pigs:

According to “Marché du porc breton”, “the increase of €0.05 last Thursday was confirmed this Monday with an increase of €0.001.” French consumption and exports are stable which doesn’t help with a rapid re-evaluation of prices.

Piglets:

Prices are continuing to rise, supplies are not meeting demand. Last week, FNP-FNCBV prices were higher by €0.02 for 25kg and €0.42 cents for post-weaning pigs.

Cuts:

According to the “National Federation of Wholesale Meat Trades”, prices for cuts at Rungis lost 0.3% to 20.5% between December and January, but were between 4% and 17% higher compared with January 2012. The exception being back fat, rind-on which lost 12% on the year. At the same time, the index for Rungis is higher by 9.13 %, the 56TMP up by 9.49% and the quotation for Pork E class is higher by 7.64%.

Denmark

German market

Germany is the most important export market for Danish pork, as well as being the leading destination for piglets, finished pigs and sows. Almost a quarter of Danish pork exports are destined for the German market, according to latest statistics from the Food & Agriculture Council. The data shows that EU markets accounted for just below two-thirds of total exports; Germany (24%), UK (15%) and Poland (9%) were the leading destinations. China was the largest third country market, accounting for over 12% of the export market. Japan accounted for nearly 8%, with Russia taken a further 6% of shipments.

Stable pig numbers

Statistics Denmark reports the Danish pig count at 1 January was similar to year-earlier levels and unchanged compared with numbers in October - based on data from 2,500 herds. Lower numbers were reported for both 'pigs above 50 kg’ and ‘weaned pigs below 50 kg’, decreasing by 1.4% and 1.2%, respectively. In contrast, ‘piglets with sows' increased by 3.2%. As for breeding stock, the number of pregnant sows fell by 0.8% with numbers of first-time-pregnant sows being unchanged. The number of gilts was 3% lower than a year ago.

Markets

The European markets for fresh meat seem to have improved for legs and fore-end cuts. Demand is stable and, in general, there is a smaller supply resulting in slightly higher prices. As for loins and bellies, European markets have not improved and there is a wait-and-see attitude. On third country markets the situation remains unchanged from last week, the Chinese market remained closed due to the New Year holiday while both the Russian and Japanese markets are hesitant with weak sales.

Germany

Price resistance from abattoirs

Following two price increases, German abattoirs are resisting any further rises, with one abattoir offering €1.71 per kg while the others are trying to hold at €1.68. Farmers are advocating a further rise due to limited supplies.

Netherlands

Brabant agreement

Farmers’ Unions, agri-businesses, environmental organisations and the local government reached an agreement on the sustainable development of livestock farming in the province. Noord-Brabant has by far the largest concentration of livestock in the country.

Russian success

With exports to Russia up 23%, Spain has now become the third largest pork exporter after Canada and Germany to the said country and these exports now play a major role on the market.

Russia

Canadian pork could replace US supplies

According to Sergei Dankvert, Head of Rosselkhoznadzor, Canada is well placed to increase exports to Russia following the restrictions placed on US imports. Because of ractopamine, Russia banned imports of meat, including pork, from the US earlier this month. Canada could fill the vacant niche. Canada Pork International and the Canadian Food Inspection Agency (CFIA) are introducing a joint quality control program to prevent ractopamine use at all levels of production.

China

Pork prices

In week commencing 20 February, the wholesale pork price collected from 36 markets in medium and large cities averaged RMB23.82 (£2.44 per kg). At this level the price was 2% higher week-on-week.
