Agricultural Policy Subject to Formal Approval by Council and Parliament

EU - The Commission, the Council and the European Parliament (EP) have reached a political agreement on the reform of the Common Agriculture Policy – subject to formal approval by the Council and the EP as a first reading Agreement.

Most elements were agreed in trilogue on 26 June, and the last remaining issues (linked to the Multi-Annual Financial framework package) were finalised on 24 September.

Based on the Commission proposals from October 2011, the agreement relates to four basic European Parliament and Council regulations for the Common Agriculture Policy – on Direct Payments, the Single Common Market Organisation (CMO), Rural Development and a Horizontal Regulation for financing, managing and monitoring the CAP.

The Commission is now preparing all the relevant Delegated and Implementing Acts so that the new rules can enter into force next year, or from January 2015 for most of the new Direct Payment arrangements. Separate "transition rules" for 2014 are being discussed and should be approved by Council and the European Parliament before the end of the year.
