Russia to Increase Output of Agricultural Products by 2020

RUSSIA - In May 2014, President Vladimir Putin instructed the Government to develop and approve an import substitution plan for industry and agriculture for 2014-2015.

According to Cherkizovo Group, the Government published a roadmap for import substitution in agriculture yesterday on its official website. It includes measures to increase the efficiency of using agricultural land and improve veterinary and phytosanitary control.

As a result of these measures, by 2020 Russia should increase the output of agricultural products, raw materials, and food, and reduce dependence of the food market on imported meat from 21.6 per cent to 7.7 per cent, on milk and dairy products from 23.6 per cent to 16.6 per cent, and on vegetables from 14.6 per cent to 10.1 per cent, according to the Government website.

The relevant ministries must prepare amendments to the food security doctrine in Q4 2015, and amend the state development program for agriculture and the fishing industry for 2013-2020 by September 15, 2015.

So far, the Government has submitted amendments to the law on agricultural development to the State Duma proposing to offer agricultural processors the same state support as that offered to raw material producers.

Russian Minister of Agriculture, Nikolay Fyodorov, expects these amendments to be passed by the end of this year and enacted in early 2015.
