The latest thinking envisages an IT framework linking together all existing work programmes to provide a single method for farmers to access Defra, and other national and local government departments that wish to participate. Ultimately this would give access to Government information currently held in different databases: animal records, Integrated Administration and Control (IACS) information, habitat maps, water catchment area data, land designations, archaeological sites etc.
Farmers and growers could confirm the accuracy of information as a basis for subsidy payment; use data to develop and submit plans for regulatory compliance; access advice and guidance tailored to the farm's characteristics; and to use a private area of the site for business planning and performance monitoring purposes.
Initially we are developing a pilot to test the concept of the whole farm approach in the form of a whole farm appraisal. This is currently being developed around census questions and cross compliance requirements (to be confirmed as part of the CAP reform process). The additional modules for the Environment Agency's Environmental Management System for Farms (EMSF) and the Health and Safety Executive's safety assessment should fit in with the core module. Care is being taken to avoid duplication of information and maximise the advantages of sharing data.
The pilot is due to go out to 140 farmers on Wednesday 19th November 2003. The pilot will run until 9th December and the evaluation of the pilot will be completed by mid January 2004.
