IOWA - Iowa's top environmental official, who has already championed county zoning of livestock confinements, is calling for legislation that would require smaller confinements to get state permits.

That in turn would mean, if lawmakers approved the idea, that more new developments would have to pass a state checklist that is designed to make the confinements more environmentally friendly.

Jeff Vonk, director of the Iowa Department of Natural Resources, called for a change in the permit threshold during Friday's taping of "Iowa Press" at Iowa Public Television. It was his first public comment on the proposal.

Joining Vonk on the show was livestock-industry lawyer Eldon McAfee, who opposed both the permit change and local control. The show will air at 11:30 a.m. Sunday.
